It sets the agenda over time. Boards and superintendents decide what gets studied, revisited, or put on a future agenda partly by what they hear repeatedly. Comments are often the first step in getting an item formally on the table.

It recruits people. Other parents in the room or watching online often hear a comment and realize they're not alone.
